The importance of education on standards and conformance is highlighted in the 2006 APEC Ministerial Joint Statement ? ¡° Ministers recognized the importance of standards education and encouraged members to develop reference curricula and materials to address the significance of standards and conformance to trade facilitation in the region.¡± This project is addressing to the above Minister's instructions.
The phase I (2007) of this project, currently ongoing to develop reference curricula, conducted a survey on education activities and its result shows strong demands for reference materials :
1) The majority of Members, fourteen out of the sixteen responded to the survey, have set up national strategy to increase public awareness on the significance of standards;
(e.g. Indonesia plans to expand education program up to 30 state universities, half of the total 60, by the year of 2010)
2) However, in implementing the national education strategy, the Members express difficulty to develop good textbook in education programs and the needs for cooperation in APEC to develop textbooks, particularly case studies, and teaching manual.
The purpose of this project phase II (2008~9) is to provide teaching materials for education program on standards and conformance for member economies:
1) Since there are limited cases of textbooks on standards and conformance, it is a challenging task for individual economies to develop teaching materials, particularly for developing economies due to lack of experiences and resources. Also such individual developments will cause overlapping consumption of resources for same goal.
2) In this sense, it is expected that the development of teaching materials in this phase II project will not only enable members to save time and efforts in the process, but also build fundamental bases for future standards education activities in the region, one which will increase public awareness in companies and public authorities in member economies , in addition to schools/universities, and thus contribute to trade facilitation in our region.
The key objectives of this Phase II project, for eighteen months from Jan 2008 to Jun 2009, are to develop practical textbooks and teaching manual, rather than theoretical ones. The expected specific outcomes will be two textbooks and one teaching manual:
1) Textbook I - Basic Essentials
Textbook I will provide essential information such as definition, history, process, general aspects, theory, key issues in the area of standards and conformance
2) Textbook II - Case Studies
Textbook II will highlight various aspects of standards and conformance in trade based on market practices ? mainly for businesses and graduate students like MBA
3) Teaching manual
Teaching manual will provide guidelines for teachers /trainers how to deliver the two proposed textbooks for different target groups.
The target beneficiaries of this project are university students and business communities:
1) University students undergraduate and graduate
2) Businesses, particularly SMEs - executives, managers and working level staff
However, the main outcomes of this project could be widely used in training various level s of interest groups such as policy makers, regulators and experts in private industry sectors to learn the area of standardization since the textbooks and teaching manuals contain essential contents on standards and conformance.
This phase II project, with development of textbooks, will be the most crucial period for the maximum success of the project, as textbook is a decisive factor in any education and training program. Ultimately, increased awareness of commonly accepted standards and conformance practices makes it possible for Member economies to derive associated benefits to foster industrial activities and facilitate trade as well as investment in the region. |

2005 Leaders Declarations
In the 2005 Busan Roadmap to the Bogor Goals, APEC Leaders emphasized ¡° A Strategic Approach to Capacity Building . ¡±
This project is an effort to set up strategic and comprehensive approach, in long-term perspective rather than short-term, to capacity building on standards and conformance.
2006 Eighteenth Ministerial Statement
2006 Hanoi Joint Ministerial statement highlights that ¡° Ministers recognized the importance of standards education and encouraged members to develop reference curricula and materials to address the significance of standards and conformance to trade facilitation in the region . ¡± (page 8/29)
This project is directly responding the above Ministerial instruction by developing reference materials ? textbook and teaching manual.
2005 Seventeenth Ministerial Statement
¡° APEC Ministers noted that such efforts would build on existing areas of APEC work such as trade facilitation, transparency and regulatory reform, promote the sharing of best practices. Ministers also reaffirmed the great importance of promoting education and training. ¡±
This project is to provide with education curricula and teaching materials on standards and conformance particularly for businesses and higher education.
2005 SCSC-ABAC Policy Dialogue - conclusions
¡°The dialogue recognized the importance of a new arisen issue ¡®standards education as a means to build national standards infrastructure to narrow the gap in standards infrastructure among APEC economies.¡±
This project endeavors to follow up the recommendations and discussion from the dialogue.
2005 SMEWG-SCSC Workshop
¡°The workshop reconfirmed the importance of capacity building activities for SME Program Managers, Regulators, Developers of standards and SMEs to improve expertise, knowledge and skills in development, management and enforcement of standards and standard related regulations.¡±
This project will facilitate SMEs to effectively educate or train their managers on standards and related systems and its effects on trade.
2) Describe the key objectives of the project ? usually no more than three
The key objectives of this project are to address significance of standards and conformance to trade for business stakeholders and universities by developing two textbooks and teaching materials to implement 2006 APEC Ministerial Statement .
The expected specific objectives will include:
Two Textbooks (university/business/government) Teaching manuals (guidebook for teachers /trainers to teach textbook) Website interactively providing and receiving relevant information APEC teacher's /trainer's network on standards education
3) Assessment.
General and practical textbooks and teaching manuals for each target group to take into account their individual requirements and resources. As these curricula are developed , project advisory group will be held to assess processes involved and delivery against targets. The quality and applicability of textbooks and teaching manuals will be measured from SCSC and its project advisory on education(PAGE) and relevant APEC fora including ABAC and SMEWG.
At the completion of the project, member economies and relevant fora will have those appropriate textbooks and teaching manual to raise public awareness and build national capacity in different groups within their economy.

Textbook II Case Studies
Textbook II will provide the case studies highlighting various aspects of standards and conformance in trade such as economies, marketing, patent pool, de jure ? de facto, trade barrier, regulatory practices, sustainable development, environmental management, et al.
Teaching Manual
Teaching Manual will provide guidelines for teachers/trainers for textbooks; objectives; teaching methods; related sources; test methods, lessons from previous practices.
Teaching manual additionally propose various teaching mechanisms stimulating students/audience in relation to the proposed textbooks; lecture, team-based debating, problem-solution way, game, case study, et al
Any APEC member economies (ministries, businesses , standards organizations, universities) which would like to introduce standards education/training course within their economy could refer to the textbooks and teaching manual. |

7) Which other APEC fora have been consulted about this project and what were the results?
On 15~16 November 2006 in Hanoi Vietnam, APEC Ministers declared in its joint statement that Ministers recognized the importance of standards education and encouraged members to develop reference curricula and materials to address the significance of standards and conformance to trade facilitation in the region .
On 5~6 September 2006, Vietnam hosted a SCSC 6 th Conference with a session of standards education. In the session, four presentations were made by Korea , Thailand , Japan and EU representatives, and participants agreed to cooperate on standards education for the upcoming years to build strong technical infrastructure on standards and conformance.
On 19~20 July 2005 in Brunei Darussalam, SMEWG hold ¡°SME Workshop for SME Managers on Reducing SME's Compliance's cost¡± and recommended that Capacity building activities should be encouraged for SME Program Managers, Regulators, Developers of standards and SMEs to improve expertise, knowledge and skills in development, management and enforcement of standards and standard related regulations. This project will facilitate SMEs to effectively educate or train their managers on standards and related systems and its effects on trade. Project team will continuously communicate with SMEWG to reflect the needs of SMEs.
On 26 June 2007, the ABAC chair attended SCSC II meeting in Cairns and he recommended that SCSC work for developing a program to raise awareness of the role and importance of standardization to regional prosperity.
Since this topic is related to human resource development, the proposing economy will identify a communication mechanism with Human Resource Development (HRD) WG with a view to receiving their advice and identifying collaboration issues to successfully conduct this project. Also, proposing economy and the SCSC Chair will, upon approval of this project by BMC, contact HRDWG how to work together in the development of textbooks and teaching manuals on standards and conformance and learn from HRDWG expertise.
In addition, the project team and editors will conduct the project in consultation with Pacific Area Standards Congress (PASC) and other Specialist Regional Bodies( SRBs ) on technical aspects. The list of SRBs are as follows: |

8) Active Participation Describe how the intended beneficiaries among APEC stakeholders - APEC fora, governments, private sector and civil society, men/women- will participate in the planning, implementation and evaluation of the project.
As described in section 7), the project team will actively communicate with other APEC fora; SMEWG, ABAC, HRDWG , Specialist Regional Bodies as well as ABAC members in planning and implementation and evaluation project.
A wide range of survey will be conducted to collect cases/experiences and to identify needs and requirements for possible education program. The survey target group will vary from governments to standards organizations, private businesses, and universities in the region.
9) Project influence Describe how this project might contribute to any current or completed projects or activities in APEC or elsewhere. Why is APEC the most appropriate institution to fund the project?
The APEC SCSC I in Jan 2007, recalled the 2006 APEC Ministerial Statement related to standards education and agreed that this proposal was trade-related and therefore eligible for consideration for TILF funding. The SCSC asked Korea to prepare the proposal for the 2008 project (phase II) .
The SCSC agreed that the name of the project needed to reflect both standards and conformance education. The proposing economy modified the title of this project as shown in the cover page to reflect this agreement.
APEC SCSC, in cooperation with SRBs, have been working on capacity-building projects in a more strategic way, rather than undertaking training and other activities in isolation. This project will be basis for future capacity building program in this area.
This project will contribute to assist and guide m ember economies and SRBs to prepare and conduct capacity building projects in the future with its case studies and proposed model curricula. |

Project Team Operation
- Korea will continue operating project team in Korean Standards Association to conduct the project. The team will work as secretariat for the project advisory group; edit/draft related report with consultants; organize relevant meeting. Contracted consultants will work as part of the project team.
- T he project team will participate in ICES, international committee for education about standardization, to collect worldwide information and experiences as well as to reflect collective needs of APEC region in the ICES discussion. The team will travel to the meetings scheduled in USA in Feb 2008 and in Europe in Feb 2009.
Project Advisory Group on Education (PAGE)
- Co-sponsoring economies and PASC to be invited as initial member. (open to all APEC members)
- Advisory Group will provide direction and comments to project team and consultants in planning and conducting the project meeting, if any, to be held in line with official SCSC meeting to minimize travel cost. The project team will travel to participate in project group meeting in September 2008 Peru . |

| A three and a half year timeframe for the project is envisaged that would secure enough time to develop the education and awareness programs as well as to implement the teaching materials in some pilot universities or organizations/businesses in the APEC region. This year of project will be the subject of the year 2008 application with 18 months of operation period. |

The project overseer intends to conduct the phase III of this project basically self-funded to implement the curriculum, textbooks and teaching manuals developed in the Phase I and II by participating economies with limited support from APEC funding with limited support from APEC funding for developing economies if necessary
Professional and Formal education on standards and conformance will be a crucial component in ensuring effective standardization systems. Ultimately, the increased awareness makes possible for economies to derive associated benefits. The need for improved public education and awareness and international standardization environment with the WTO/TBT agreement is also often identified by the private sector and policy makers as a priority area for government to address and a key driver of future economic prosperity in APEC region. |
